【ゼミ活動報告】2010年7月20日（火）　１等海佐　林秀樹様にご講義頂きました。

本日のゼミ活動では、防衛省国際平和協力センターの教育・研究室長であり、１等海佐である林秀樹様をお招きして、ソマリア沖・アデン湾における海賊対処活動への取り組みについて講義を行って頂きました。ソマリア沖・アデン湾での海賊被害の実情、それに対する国連安保理の決議、各国の海賊対策における coalition 、EU＋WFP 、単独という3つの形態について説明され、日本がどのようにそれらの枠組みの中で活動しているかを自らのご経験を交えながらお話して頂きました。さらにソマリア沖での海賊行為の背景にある脆弱国家におけるガバナンスと国際社会 vs 現地の思惑という2つの問題をお話して下さり、講義後半では、ゼミ生から出た多岐にわたる質問に対し丁寧にお答えして頂きました。（三須）

【Seminar Report】　2010/7/13 Mr. Hillel Loew visited Hosei University and spoke about French foreign policy and the UN agenda

In today’s seminar, we started by discussing and sharing our problem about manners and the correct way of mailing. Then we invited Mr. Hillel Loew and he gave us a quite interesting presentation on the subject of French foreign policy and the UN agenda. The presentation began by the explanation of political history of France which gave us a clue to understand why France could become so important actor in the international politics and how they gain their interest such as putting a special emphasis on soft power rather than military or economical power. Furthermore, he explained the French policy on energy, economy and human rights. On the policy on energy, nuclear energy which France is keenly promoting has not only environmental reason but also political and economical reason. On the policy on economy, he explained mainly about the financial crisis in Greece and the economical cooperation among the EU countries. He also explained how big part France had played in making human rights a universal value. Finally, we had a very interesting discussion about the bill to abolish “burqa”.(Misu)

Professor Hasegawa accompanied by his assistants Kisyo Tsuchiya and Yuho Nakagawa met with Thomas Cabral, Director of the Technical Secretariat of Electoral Administration of Timor-Leste and his delegation on Monday, 12 July at Happo-en. They visited Japan from 7 to 13 July as part of the “Election Visit Programme” to observe the elections of members of the House of Councilors of the Diet of Japan. At a recption held in honor of nearly 40 observers from Asian and Pacific countries, Mr. Eiji Yamamoto, Assistant Vice-Minister for Foreign Affairs of Japan gave an opening speech, and then Dr. I Ketut Putra Erawan, Exeuctive Director of Instittue of Peace and Democracy made a statement on behalf of the visiting officials from Australia, China, East Timor, Indonesia, Malaysia, Republic of Korea, New Zealand and Vietnam. 【国際機構論】2010年7月13日(火)　長谷川祐弘法政大学教授

本日の国際機構論は前期最後の授業として、総括講義を長谷川教授がいたしました。総括講義は国際政治の歴史から始まり、産業革命による国力増加でバランス・オブ・パワーが崩れ、国際会議の役割が重要視されるまでの歴史の流れ、そして第一次世界大戦の終わりから第二次世界大戦への間に国際連盟が果たした役割とできなかったことを説明された。国連や他機関、国家などの各アクターの意思決定の違い、さまざまな条約によって作られてきた国際法と国内法の違い、国連の正当性や世界平和という究極的目標、核不拡散や核軍縮における問題、国連を通したさまざまな外交の方法について総括をしました。最後に、2000年の国連ミレニアム宣言に対する2005年の成果文書についてその原則を説明され、ミレニアム開発目標や平和と人権、法の重要性、そしてそれらに対する国連の重要性を説明しました。（三須）

Professor Hasegawa delivered a lecture on 7 July on the idea of global public goods and the significance of protecting them in the era of globalization. Global public goods are common property and rules for all people on Earth and need preservation. He gave as examples oceans, water and air and also mentioned human rights and freedoms as inviolable rights of all people. . He then explained how the notion of human rights’ was advanced by John Locke, Jean Jacque Rousseau, and Baron von Montesquieu and reflected in US Declaration of Independence, French Bill of Rights, and UN Universal Declaration of Human Rights. Noting that the idea of human security has emerged as important along with national security, Hasegawa also explained about various definitions of human security made by Canada, Japan and UNDP, with Japan stressing that human security consisted of freedom from fear as well as freedom from want. Hasegawa also analyzed the doctrines of humanitarian intervention and the responsibility to protect (R2P), recollecting his memories of what happened with the genocides that took place in Cambodia in 1970`s and in Ruanda in 1994. In conclusion, he provided the students with two contrasting views held by the advocates of Cosmopolitanism and Communitarianism about the norms and standards that should or should not prevail in a globalizing world. 本日は長谷川教授によりASEANの進展と課題―経済統合を中心に―というテーマで授業が行われた。講義のなかで、まずASEANがどのように形成され、どのようなプロセスによって成長してきたかをお話しされた。このなかで随時、欧州統合との違いや類似点、また教授ご自身のアジア各国でのご経験にも触れられた。また、ASEANの抱える課題、経済統合からASEAN共同体のヴィジョンを説明され、ＥＵと比べ、なぜアジアでは統合のペースが遅いのかを説明された。その理由として事務局の力の弱さ、アジア各国に政治レベルで統合しようという強い機運の欠陥を挙げられた。日本とASEANの関係を述べたのち、農業の自由化、人・サービスの自由化における問題を説明された。この中で、長谷川教授は日本の外国人看護師の受け入れ問題について触れられた。最後に、日本の対ASEAN援助の必要性とASEANの域内貿易が進んできていることを挙げられた。総括としてASEANの経済統合はゆっくりと成果をあげてきていると締めくくられた。（野田悠将）

International Symposium on Global Governance

Two distinguished guests, Madame Wakako Hironaka, the Former Minister of Environment and Member of the House of Councilors, Japanese Diet, and Dr. Walid Mahmoud Abdelnasser, the Ambassador Extraordinary and Plenipotentiary of the Arab Republic of Egypt came and spoke at the international symposium on Global Governance on 30th June.

The opening remarks was made by Professor Atsushi Sugita, the Dean of the Faculty of Law, which was followed by lectures given by Madame Wakako Hironaka on “Why we need an Earth Charter now”, and by Dr. Walid Mahmoud Abdelnasser on the “Global Governance.”

The guest speakers discussed how to enhance global governance in order to promote the transition to a global society founded on a shared ethnical framework that includes respect and care for Earth’s life, economic justice, democracy, and the culture of peace.
The symposium came to a close with the closing remarks made by Mr. Kumiyoshi Hayashi, the Director of the International Center at Hosei University.

2010年6月30日に法政大学ボアソナードタワーにて“ International Symposium on Global Governance” を開催した。初めに法政大学法学部部長杉田敦教授が開会の辞を述べられた。次に、元環境庁長官でおられた広中和歌子参議院議員に「今、なぜ“地球憲章”なのか？－われわれ市民の意識改革と行動～」というテーマで御講演をいただいた。また、ワリード・マハムード・アブデルナーセルエジプト大使にもお越しいただき、「グローバル・ガバナンス」というテーマで御講演を頂いた。このシンポジウムでは、地球の生命に対しての尊厳と保護を促進するために、生物多様性と生態学的規範、普遍的な人間の権利、多様性に対する尊厳、経済正義、民主主義、そして平和の文化を育成していくために、グローバル・ガバナンスがどのようになされていくべきかを討論した。最後に、国際交流センター部長林公美様より閉会の辞を述べられた。（中本優太）
