He illustrated the term \u2018transitional\u2019 justice in two aspects: i) justice that pushes the society to transit from the period of problems; and ii) justice that takes time. Ms. Ana Pessoa Pinto, Senior Advisor to the President, former Prosecutor General and former Minister for State Administration, expressed her view that criminal prosecution should not be the sole focus of transitional justice. Justice has to promote, not disrupt unity. She presented the history of struggle of Indonesia and Timor-Leste to criminally hold those responsible for human rights violations to account, and questioned why so many different versions of justice ought to be discussed. Ms. Priscilla Hayner, co-founder of the International Center for Transitional Justice (ICTJ), introduced various ways that tools of transitional justice have been employed in different countries, inside and outside of the transitional justice context. On transitional justice as a way for a country to grapple with difficult past, the term \u2018transitional\u2019 is problematic. It should rather be \u2018comprehensive justice\u2019, in that it contains not just criminal prosecution component, but also institutional reform and reparations. The Timor\u2019s Commission was one of the five most successful commissions of its kind, for its process, comprehensiveness, seriousness, depth and the quality of the final report.
