Mr. Johan Cels from UNHCR representation in Japan came to class and made a presentation about the missions and the roles of UNHCR in the international community. Mr. Cels has explained the transition of UNHCR’s operations, and how it was in line with the concept of human security. After he has briefly talked about the staff composition of UNHCR, he has explained the definitions of “refugee” and “IDPs”, and then the situations faced by displaced populations. He has explained the durable solutions, and how the number of voluntary repatriation is decreasing, while the number of resettlement is increasing. He has also mentioned the new challenges that UNHCR has been facing such as the security of the staff members, displacement due to climate change and how it could worsen the situations of the existent displaced population. Lastly, he has explained the situations of refugees in Japan, and the financial contribution that Japan has been making to the UNHCR. In addition, he has mentioned the works of some Japanese NGOs, which has been working closely with the UNHCR and JICA. There was a Q&A session after the presentation, where students asked questions regarding poverty, and the differences between UNHCR and IOM. Students seem to have grasped a big picture of the UNHCR and the refugee issues both worldwide and domestic.(Misu)
