His presentation consisted of three subject-matters: the basic concepts for the legal reform such as a consistency of international law and domestic law; the post- Westphalia peacekeeping and peacebuilding approaches; and the significance of the Security Council resolutions and mandates. He also explained the new principles for UN peacekeeping operations including the importance of legitimacy, credibility and national ownership and the need for Japan to make its contributions to meet the requirements for international community to carry out effectively peace operations. This approach required the consistency of domestic laws and SC resolutions, the continued assistances from peacekeeping to peacebuilding activities, and the need for bringing together various training activities carried out in Japan into an integrated programme under a UN Peacekeeping Operation Center. <\/p>\n<p>Finally he stated that Japan\u2019s assessed payment for UN had been reduced to 12.5% which puts Japan still as the second largest contribution country. Japan should enable more Japanese personnel participation in United Nation peacekeeping operations.<\/p>\n<p>After the lecture, members of the House of Representatives including Mr. Nobuhiko Suto and Mr. Naoto Sakaguchi asked questions and engaged in discussion with Professor Hasegawa on how Japan can increase its contributions in UN peacekeeping activities.
