According to Article 97 of the United Nations Charter, “The Secretary-General shall be appointed by the General Assembly upon the recommendation of the Security Council.” The Security Council is expected to make the recommendation in October 2016. For the first time in UN history, the General Assembly and the Security Council are following an open and transparent process for the selection of the next Secretary-General. General Assembly president Mogens Lykketoft organized public hearing in April 2016 where candidates stated their views and answered questions. Three straw polls have since taken place showing Antonio Guterres leading the race. The following shows the results of straw polls taken three times among UN Security Council members since July 2016.
