GPAJ Webinar “Legacy of Boutros Boutros-Ghali and Omnilateralism” (04/12/2021)


Global Peacebuilding Association of Japan (GPAJ), Kyoto Peacebuilding Center (KPC) and Academic Council on the United Nations System Tokyo Liaison Office (ACUN\s-Tokyo) in association with the Association of Former International Civil Servants of Japan (AFICS-Japan) held a seminar on “Legacy of Boutros Boutros-Ghali and Omnilateralism” on Saturday, December 4, 2021, Japan Standard Time from 20:00 to 21:30 hours.


GPAJ President Sukehiro Hasegawa stated that the concept of “human security” was proposed by Mahbub ul Haq, who was a special adviser to UNDP’s Human Development Report Office in 1994. (28/10/2021)

ACUNS President Lise Morjé Howard presents Three Essentials of Power in Peacekeeping (03/06/2021)


The extensive literature on UN peace operations has provided practitioners and academics with a breadth of explanations and answers to the fundamental question of whether or not UN peacekeeping works. In her book, Power in Peacekeeping, Lise Morjé Howard presents an empirically grounded theory of how peacekeepers actually exercise power. She offers a new typology that explains how peacekeeping differs from other forms of intervention and identifies three essentials of power in peacekeeping: persuasion, inducement, and coercion.
