On June 7th, human right group’s students made the presentation. The theme was the human right in former Yugoslavia. The first half we looked the history of Yugoslavia, history of ICTY and the result and the problem of ICTY. After that they explained IDP, Nationalism and reform of the judicial system with the cases. Then they picked up Serbian politics for its peace and development. (Nanami Ito)

【国際機構論】2011年6月7日 国際機関の財政的基盤と資金源に関する分析(国連大学高等研究所職員 狩野明香理様)

 On 7 June 2011, Ms. Kanou Akari who works at the United Nations University lectured on “Financing international Organizations”. First, she explained the importance of paying attention to finance and fund of the United Nations. Second, she explained the procedure, the part of committee, the source of revenue of assessed contribution and voluntary contribution on the outline of making up a budget. Third, she explained the cause of financial difficulties of the United Nations, the problem of unpaid money, and the international taxation. Finally, she explained the validity of share rate in regular budget of the United Nations and peace-keeping operations. And she explained suggestion to more fair calculating formula. (Yuna Kitamura)

【研修旅行】2011年6月7日(火) 1999年以降の東ティモール史(土屋喜生先輩)

 2011年6月7日に東ティモールで選挙支援のインターンをなされていた土屋喜生先輩をお招きし、1999年以降の東ティモールの歴史について、暴力、権力、構造の点からご説明頂きました。土屋さんは、1999年から2002年までのUNTAETによる暫定統治期について、選挙と暴動、憲法制定、大統領選挙の点に重点をおき説明されました。次に、2006年までのマリ・アルカティリ・フレテリン政権についての評価、2006年の暴動の原因の分析、2007年の選挙結果とそれ以降のグスマオ政権についての変化と評価、最後に今後の展開について、近年の動きを基にご説明されました。土屋先輩による2回にわたる講義を経て、東ティモール研修旅行の勉強を深めていく基礎を築くことが出来ました。また講義終了後、懇親会が行われ、土屋先輩より東ティモールでの生活についてや、当時のゼミの様子などをお聞きし交流を深めました。 (寺内明穂)

Today, the environment group made presentations on environmental justice in nuclear power generation. They explained about the environmental justice, the history of environmental justice in the world and Japan over nuclear power generation, road to non-nuclear power life and environmental injustice of Fukushima nuclear accident. 【研修旅行】2011年5月31日(火) 東ティモールのアイデンティティと分析方法(土屋喜生先輩)

 On May 31 2011, Mr. Kisho Tsuchiya who graduated from the Hasegawa Seminar lectured on the Timorese identity and the methods of analyzing East-Timor for the member of the study tour on East-Timor 2011. In the first half of his lecture, he introduced the agreement on East-Timor between Portugal and Indonesia in 1999. Next, he indicated how “The Democratic Republic of Timor-Leste” and “Timorese” built this agreement and the history of independence of East-Timor. In the latter half of the lecture, he introduced 6 tools for analyzing Timor-Leste such as Language, Age-groups, Race, Sex, Religion and Key persons. (Shogo Yoshida)

【国際機構論】2011年5月31日 国際法と国内法の関係と意義とは?(長谷川教授)

 On 31 May 2011, Professor Hasegawa lectured first on the relationship between national and international laws. He explained the precedence given to national laws and the validity accorded to international laws by certain countries. Prof. Hasegawa provided his views on the need for integration, unification and consistency that should prevail in the relationship between national and international laws. Secondly, Prof. Hasegawa lectured on the growth and expansion of the United Nations and provided a detailed explanation about the representation issue for China. Finally, Prof. Hasegawa brought up the subject of“ UN reform”, and talked about the issues involved in the Security Council reform and the proposal made by former Secretary-General Kofi Annan in 2005. 【国際機構論】2011年5月24日 ウェストファリア体制と国際機構の意義とは?(長谷川教授)

 Today on 24 May 2011, Prof. Hasegawa lectured on the birth and collapse of the League of Nations. The League of Nations was founded on the basis of the President Wilson’s Fourteen Points, but the United States didn’t join the League of Nations from the first because of United States’ isolations. Moreover, Japan, one of permanent members, withdrew after the Manchurian Incident. From these, the League of Nations lost its raison d’etre and authority and collapsed. Prof. Hasegawa explained the above-mentioned situations with the introduction to the Report of the Commission of Enquiry into the Sino-Japanese. (Shogo Yoshida)

【ゼミ活動】 5月24日 開発経済班プレゼンテーション

Today, firstly, we had a time to proofread a summary of the peace building group’s presentation for about 15minutes. Then, the development economics group made presentations on the post-conflict economic recovery. They explained the importance of infrastructure and its influence on various sides. Finally, we held discussions about action plans relevant to infrastructure rehabilitation in Afghanistan. Also five students participated in Skype communications with Ms. Erica Frey as part of the English Improvement Program. (Jieun Park)

The second dialogue with an ambassador was held in the Skyhall on May 17, 2011 with H.E.Dr.Philip de Heer Ambassador Extraordinary and Plenipotentiary of the Kingdom of the Netherlands to Japan. President Toshio Masuda of Hosei University welcomed the Dutch Ambassador in his opening statement. Following the introduction by Vice President Fukuda, Ambassador Philip de Heer delivered a speech on China’s emergence as a major power and its implications for Europe and Japan. Professors Hishida, Suzuki, Shimotomai and Mori commented on the Ambassador’s speech and Hosei University students asked questions to the Ambassador. (Kana Hashimoto)

 In his second lecture on global governance, Professor Hasegawa explained the significance of several theories on how nation states had pursued their national security and interest in an anarchic international society. Following identification of realism, liberalism, post-communism, constructivism and functionalism, Professor noted the main themes of realism and liberalism in today`s lecture.

【国際機構論】2011年5月17日 国際機構と国際法の関連性(日本国際連合学会理事長 横田洋三様)

On May 17th, Mr. Yozo Yokota came to the lecture of International Organizations Theory as a guest speaker. Under the theme of “International Organizations and International Law”, Mr. Yokota explained with real example that the foundation, purpose, authority and activities of the International Organizations are totally based on the International Law, however, formation of the International Organizations made change of the International Law too. In addition, there is a problem on the relationship between the National Law and the International Law, so Mr. Yokota said that we need think the International Organizations as premises. 【Global Governance】 5/11 Introductory Lecture on Global Governance

 On May 11, Professor Hasegawa conducted the first class on global governance. He first explained how the class would be conducted and grades given. He then gave his first lecture on concepts and theories of global governance. He also presented new global issues that required new new approaches and paradigms to understand them and find solutions to the newly emerging global problems. Peaceful use of nuclear energy did not received as much attention in 1996 when the Chernobyl nuclear plant exploded as it is now receiving with the explosion of the Fukushima Dai-ichi Nuclear power plants.

【ゼミ活動】5月10日 平和構築班プレゼンテーション

 Two advisers of Secretariat of the International Cooperation Headquarters, Cabinet Office, Messrs. Tochibayashi and Yamamoto participated in our seminar today.
The Peace Building group made presentations on the transformation of the concept of security from national to human security. The group explained about the differences in approach of Japan and Canada for example and the reasons “Why does the Japanese government recommend Human Security so highly? “. After the presentations, both Mr. Tochibayashi and Mr. Yamamoto made their comment on the concept.
Finally we divided ourselves into several groups and held discussions about the definition of the human security. (Miyu Kameyama)

【国際機構論】2011年5月10日 今年度講義導入(長谷川教授)

On May 10, the lecture of International Organizations Theory has started. First Prof. Hasegawa recommended that we should have own awareness of the issue and make a purpose of this lecture clear. Then he introduced an outline of this lecture.
Today’s main theme was “The origin and evolution and role of international organizations” and Prof. Hasegawa explained the activity of UN with his own experience.Furthermore he proposed that Japanese government should establish a committee organized by international expert of nuclear power. 【ゼミ活動】4月26日(火) カンボジア特別法廷国際上級審判事 野口元郎様よりご講義頂きました

2011年4月26日のゼミでは、カンボジア特別法廷国際上級審判事の野口元郎様をゲストスピーカーとしてお招きし、講義していただきました。野口様には、国際刑事裁判の歴史から、カンボジア特別法廷、国際正義が国際刑事裁判の文脈のなかでどのように行使されてきたかを説明していただきました。過去の概略だけでなく、現在のカンボジアの市民の状況、タブー視されていた内戦やジェノサイドの事実をどのように次世代に伝えていくのかという取り組みなどを詳細に教えていただきました。(臼井崇人)
On April 26th, we invited Mr. Motoo Noguchi, an international judge of the Supreme Court Chamber at the Extraordinary Chambers in the Courts of Cambodia (ECCC). He made a presentation about how the international justice has been exercised the international courts. Mr. Nogchi provide us with not only an outline of its history but also circumstances of current situation of Cambodia. He also explained the significance of what the government officials and people tell facts of the genocides toward next generation. (Takato Usui)

【ゼミ活動】4月12日(火) 平和構築の意義

長谷川ゼミナールは本日2011年4月12日13:30-17:00に富士見坂校舎F310において今年度初のゼミ授業を行いました。長谷川祐弘教授はまず初めに”平和”の概念がどのように変遷してきたのか説明された。平和とは、人間がただ単に死の恐怖から逃れ、安全な環境で人間らしく生きていける為の最低条件を満たすのみならず、人間としての尊厳を保ちながら生きていける状態であると述べられた。そして、国家の安全から人間の安全保障への移行、そして「人権」や「自由民主主義」の概念が、国連の平和構築活動の統合化にどのように影響を与えてきたかを説明された。(加藤美翔)
